John Holder is a 32-year veteran of the Michigan State Police where he retired as a lieutenant in the Commercial Vehicle Enforcement Division. John’s service as a law enforcement officer has revolved around the proper application of the Federal Motor Carrier Safety Regulations and industry standards of care. John’s work for over three decades has resulted in the inspection of thousands of commercial drivers and vehicles, traffic enforcement duties, post-crash investigations involving commercial vehicles, and weight enforcement to protect Michigan Infrastructure, Federal Bridge Formula, and Michigan weight laws.
As John moved up through the ranks of the Michigan State Police, his duties became more complex and inclusive of nearly all aspects of commercial vehicle enforcement. While he was an employee of the Michigan State Police, John’s duties included, but were not limited to oversight of Michigan’s New Entrant and Compliance Review Programs to include the preparation of enforcement cases, DataQ manager, organizational coordinator for the FMCSA National Training Center Programs, Hazardous Materials and Investigations unit, and training division members to standards regarding current hazardous material regulations. It should also be noted that during John’s tenure with the Michigan State Police, Michigan was the only state that provided training to state partners for Cargo Tank Facility Reviews (CTFR). CTFR training is very specialized and is something many federal investigators are not trained to perform.
John retired from the Michigan State Police in 2019 and accepted a job with Ryder System Inc where he worked as Risk Consultant Manager. In that role, John conducted eligibility audits for participation in the Ryder Protection Advantage insurance program. He also assisted Ryder customers regarding their understanding of the Federal Motor Carrier Safety Regulations, state commercial vehicle regulations, and industry standards of care.
After being furloughed at Ryder due to COVID-19 in April 2020, John contracted with Transportation Compliance Experts to provide expert witness services. In that role, he provides expert opinions and trial testimony on a broad range of issues related to the application of the industry standards of care. John has a strong background in fleet-related matters, including those involving the transportation of hazardous materials.
