Beginning in 1989, John began his 33-year career with the U.S. Department of Transportation, Office of Motor Carrier Safety, known now as the Federal Motor Carrier Safety Administration. He also served as a Hazardous Materials Specialist and was an Associate Instructor with FMCSA’s National Training Center. As a Federal Programs Specialist, John directed the Michigan Division’s Compliance and Enforcement program, which involved the oversite of hundreds of Federal enforcement actions. As a State Program Specialist, he oversaw the Motor Carrier Safety Assistance Plan (MCSAP), the Commercial Drivers Licensing Program Improvement (CDLPI), and High Priority (HP) grants. Additionally, John conducted numerous CDL and MCSAP program assessments. Throughout his public service, John demonstrated the ability to develop positive working relationships, with a broad range of stakeholders, to identify problems, and create effective solutions to preserve public safety.
Shortly after his 2023 retirement from Federal service, John contracted with Transportation Compliance Experts to provide expert witness services. In a short period, John has demonstrated proficiency in report writing, deposition, and trial testimony. His subject matter expertise includes the application of the Federal Motor Carrier Safety Regulations (FMCSRs), particularly in the areas of driver qualification, licensing, and compliance oversight, as well as relevant state motor vehicle laws. His work spans both commercial and non-commercial vehicle operations and has consistently produced positive results in regulatory and industry standard of care matters.
